Sir,

With reference to your letter No. 82853/31 of

25th September 1931, I am directed to inform you that, as a set-off against the contribution received from the

Government of Hongkong, the School would be glad to accept

private medical practitioners for admission to the course

of study in Tropical Medicine and Hygiene on the Government's recommendation where the number of free courses taken by Government Medical Officers does not equal the number to which the Government are entitled in return for their contri- bution. It will be observed, however, that, owing to the changed conditions in the course of study as set out in the new prospectus and the revised scale of fees, the contribution from the Government of Hongkong would be sufficient to cover five courses of study over a period of two years only and not one, as suggested in your letter.

I am at the same time to ask that this letter may be considered as in no way prejudicing the reopening at the appropriate time of the general question of setting off fees against contributions, to which reference has been made in communications to the Colonial Office on 25th January 1928 (38203/27) and at other times.
